Job Description

This Housing Navigator position will provide one-on-one supportive services to a diverse group of transition-age youth (age 16-25) experiencing homelessness to obtain and maintain community housing.  This position will specialize in providing tenant education, housing search, placement, and retention supports to participants in the Multnomah County Homeless Youth Continuum.

ESSENTIAL DUTIES

  • Build and maintain effective working relationships with property owners and property managers.
  • Identify affordable/eligible rental housing units based on youth preferences.
  • Educate youth about available resources, provide support and advocacy for them to access, and navigate the resources they need.
  • Provide youth tenant education and coaching on independent living and life skills.
  • Ensure rental assistance is distributed according to federal regulations and other program instructions.
  • Access flexible funding to assist in meeting needs and removing barriers to success.
  • Assist in tracking and monitoring rental assistance budgets.
  • Complete administrative tasks directly related to rental assistance program compliance.
  • Assist with placement and stabilization in permanent housing.
  • Perform Housing Quality Standard inspections.
  • Perform move-ins ensuring that people understand their rental agreement.
  • Help coordinate furniture delivery or other furnishings needed by youth who transition into housing in the community.
  • Proactively communicate and coordinate with community resources and supports.
  • Work with property managers to resolve any issues arising from the tenancy of people housed, which may include responding on evenings or weekends.
  • Advise on Landlord/Tenant Law.
  • Involve and empower youth participants in generating community, community norms, and sense of ownership within activities, programs, housing, and neighborhood.
  • Meet with other Housing Navigators and support staff in the Homeless Youth Continuum to coordinate efforts and improve services and outcomes.
  • Maintain accurate and timely documentation of all services and outcomes.

KNOWLEDGE AND SKILLS

  • Knowledge of landlord/tenant law.
  • Knowledge of HUD regulations.
  • Knowledge of effective housing application processes.

 

Preferred Knowledge

Knowledge and understanding of adolescent development, Trauma Informed Care, Stages of Change Theory, harm reduction and Motivational Interviewing.

Skills

  • Strong organizational skills, attention to detail, and focus on data collection.
  • Ability to work with a diverse population and interact effectively with different types of people.
  • Customer service orientation.
  • Good communication and conflict resolution skills.
  • Ability to build and maintain relationships with community partners including but not limited to landlords, both private and affordable property management companies, Home Forward, HUD, and the Portland Housing Bureau.
  • Ability to work both independently and as a member of a team.
  • Understand and follow complex written and oral instructions, rules and procedures.
  • Ability to complete all required documentation and information input in a professional, thorough, and timely manner.
  • Commitment to continual learning and quality performance.
  • Ability to build and maintain effective and professional contacts at agencies providing resources.
  • Ability to maintain professional boundaries and performance at all times.
  • Ability to effectively navigate technologies used in this position including Credible Behavioral Health Electronic Health Record, MS Office Applications, and Windows Server.
  • Ability to support agency goals and the operational functioning of the Youth Department.
  • Valid driver’s license.
  • Ability to be insured to drive participants in agency vehicle and car share.

 

Preferred Skills

Spanish fluency

 

EDUCATION AND EXPERIENCE

  • At least 2 years’ experience in positions providing tenant and/or landlord education and relations.
  • Degree in Human Services Field or additional 2 years of experience with direct services working with people experiencing homelessness, young adults, and/or people with mental health and substance use concerns.
